Chilling speech on college campuses by penalizing students who “promote” certain foreign organizations. Fails to define what activity or speech constitutes promotion.  Creates financial burdens for all students that meet the undefined criteria of “promotion,” not allowing them to access in-state tuition, fee waivers, or other financial aid. Creates potential immigration consequences for foreign students, mandating that schools report them to the U.S. Department of Homeland Security.
