Allows a judge to exercise discretion to depart from the strict mandatory sentence under certain circumstances; provides that individual may not be imprisoned for longer than 12 months for the purchase of a controlled substance weighing less than 2 grams; requires custodial interrogation to be electronically recorded in its entirety; expands eligibility for individuals who were wrongfully incarcerated to petition to receive compensation.
